President and Principal
Katherine Ray’s consulting engagements focus on human resource management and leadership training. She provided expert testimony on government salary and compensation, human resource management issues, and discrimination cases.
Mrs. Ray manages and conducts training projects for governmental clients including: leadership; personality assessment-based teamwork; communications; performance assessment and development; and, conflict resolution. Additional projects include: classification and compensation plans; succession management; human resource management policies; and, employee performance appraisal systems.
Mrs. Ray is also experienced in planning and conducting board retreats, assisting clients in developing and implementing strategic plans for their organizations, and facilitating meetings with employee groups or departments, governing boards, commissions, or councils to achieve consensus on contentious issues.
She is an experienced motivational speaker.
By contract, Mrs. Ray served as Executive Director of the Texas Recreation and Park Society for 12 years and as financial management advisor to the Texas Association of Regional Councils for 28 years. During the 12 years in which she served the Texas Recreation and Park Society, she brought the organization from a position of being in debt to 12 straight years of a significant excess of revenues over expenditures while growing their annual membership from 800 to 2,000, more than doubled the number of exhibit booths at their annual conference, and increasing conference net revenue from approximately $30,000 to approximately $140,000.
Mrs. Ray holds a bachelor’s degree in public administration from St. Edward’s University in Austin. She is certified as a Senior Professional in Human Resources (SPHR); as a Human Behavior Consultant (HBC) at the advanced level; and is certified at the advanced level by The Values Centre to use Cultural Transformation Tools for building values-driven cultures in organizations.
Mrs. Ray’s work experience covers a broad range of individuals and organizations. In addition to more than 30 years as a Principal of Ray Associates, Inc., Mrs. Ray previously served as Director of Administration and Finance for the Texas Advisory Commission on Intergovernmental Relations. Other work experience includes work with the Texas Constitutional Revision Commission and Constitutional Convention, Tracor Data Systems, Inc., the U. S. Equal Employment Opportunity Commission, and the Texas Employment Commission (now the Texas Workforce Commission).
Mrs. Ray’s volunteer community activities have included serving as President of the Austin Society for Public Administration, Chair of the TownLake YMCA and a member of the Board of Directors of the Metropolitan Austin YMCA, Co-Chair of Austin Interfaith, and Chair of the Children’s Ministry Committee and a member of the governing body of University Presbyterian Church in Austin.
Mrs. Ray’s marriage partner is also her business partner, Jim Ray. She and Jim have three grown children and five grandchildren.
